IAPCE is a network of over 200 second level schools in Ireland concerned to promote the best enviroment for learning.

At a seminar, in 1995, on School Discipline and Pastoral Care - organised by the Post Primary Department of the Marino Institute of Education - 135 teachers in attendance supported the development of an association that would seek to promote the whole school values of Pastoral Care. IAPCE formally came into existence April 27th, 1996. Luke Monahan s.m was elected its first National Co-ordinator.
